3 short listed for Police Oversight Authority Board/CFM
NAIROBI, Kenya, Feb 20 – The Deputy Director of Public Prosecutions Dorcas Agik Odhong Oduor is among three candidates shortlisted to chair the Independent Policing Oversight Authority Board.
Her name will now be sent to the President and Prime Minister alongside Macharia Njeru and Kinuthia Wamwangi for selection to head the oversight authority whose main role will be to provide checks and balances for the police service.
“After conducting interviews for candidates who had applied, we have recommended the three as suitable candidates for the position of chairperson of the board,” Tache Gollo who has been chairing the interview panel told journalists on Monday.
He said Njeru emerged top with 88.08 points, followed by Oduor who garnered 80.33 points and Wamwangi with 66.17 points.
During the interview, Oduor said she would not be keen on the appointment if it was part-time unsalaried job.
“These interviews were conducted publicly and we even had international observers here. We have finalised and we will be forwarding the names to the President to make a choice. We have done our work, the rest is for the two principals to decide,” he said.
The panel will also forward eight names to be considered for appointment to the board as members.
They include Mbugua Thomas Kagwe from Kiambu county (84 points), Fatuma Ali Saman of Mandera County (83.3 points), Jedidah Pilale Ntoyai of Kajiado county (83.2 points) and Jane Njeri Njoki Onyango of Siaya County who was awarded (82.2 points).
Others are Madoka Grace Barbara of Taita Taveta (81.2 points), Vincent Kibet Kiptoo of Baringo county (80.0 points), Rose Awuor Bala of Homa Bay County (79.2 points) and Balate Samuel Tasfae of Marsabit who got 72.8 points.
“During the interviews, we considered many things including gender, regional balance and adequate experience in police reforms and these are the people who satisfied the panel,” Gollo said.
Interviews for the chairperson’s post were held on Monday while those of the members were held last month.
Members of the panel interviewing the candidates were drawn from the Office of the President, Prime Minister’s office, the Judicial Service Commission and the civil society.
One hundred and twenty three candidates had applied to become members of the board and only 26 were shortlisted for interviews.
The board policing oversight board will be formed in line with the new constitution which states that members will only serve on a part time basis, with allowances paid to them.
