The commission will regulate and harmonise salaries in the public service/FILE

NAIROBI, Kenya, Jan 10 – Members of the Salaries and Remuneration Commission (SRC) were sworn in on Tuesday at the Supreme Court at a ceremony presided over by Chief Justice Willy Mutunga and his embattled Deputy Nancy Baraza.

The Chief Justice urged the commission to settle down fast enough to be able to help solve income disparities that have continued to widen since independence.

“Inequalities are not good for people empowerment and political stability, it is worse when the economy as a whole is not growing, there are no safety nets to protect the vulnerable,” said the Chief Justice.

“You must therefore see your work as not purely dealing with cold facts of public service pay but one with implications on the economic, social and political dimension in our society,” urged Mutunga.

Sarah Jepkemboi Chumo, the commission’s chairperson called for patience and support from all stakeholders as the commission settles down to its task of harmonising salaries.

She asserted that the membership of the commission had brought in invaluable experience and was equal to the task ahead.

“The team that has been appointed is truly equal to the task yet we appreciate the fact that the issues we will deal with do not need quick-fix solutions, they are issues that need procedure and so we are seeking for support and understanding from everybody,” she said.

Other members of the commission are Daniel Ogutu, Sellestine Kiuluku, Serah Kinyua, Brig (Rtd) Samuel Ndururi, Isaiah Kubai, Jacqueline Mugo, Ann Elizabeth Owuor, Peter Oloo Aringo, Jason Namasake, Joseph Kinyua, Titus Ndambuki and Wanjuki Muchemi.

The commission is expected to regulate and harmonise salaries in the public service in the wake a series of industrial action form government workers.

The president in consultation with the Prime Minister agreed on the names which were published in a special issue of the Kenya Gazette of December 19, 2011.

Chumo (the chairperson) holds a Bachelor of Arts (Sociology and Political Science) and a Masters of Business Administration from the University of Nairobi.

She is a member of the Institute of Human Resource Management (HRM) of Kenya and has over 28 years experience in HRM practice and other management undertaking.

The swearing in comes as a reprieve for unions representing public sector workers, after the government’s freeze on all salary reviews for those in the public sector pending the formation of the commission.
