Post of IEBC chairperson re-advertised

NAIROBI, Kenya Sep 8 – The selection panel for positions to the Independent Electoral and Boundaries Commission has re-advertised the position of the IEBC chairman after getting very few applications.

The chairman of the panel Ekuru Aukot said they are facing a predicament since they only have three applicants to choose from.

He explained that four people applied for the post but one of the applicants was disqualified because he did not have a degree in law.

“The panel was and still is of the considered opinion that it must have a choice where it shall select three persons qualified to be appointed as chairperson and to proceed to interview only three applicants would be strait-jacketing the panel. Therefore, re-advertising at this early stage would ensure that there would be no further delay in the process,” he said.

The closing date for the new re-advertisement will expire on the 21 of this month.

Dr Aukot said that the panel will not compromise the thoroughness of selecting the nine man team to handle the next elections.

“The panel wishes to emphasise that whoever shall be nominated as chairperson of the IEBC must meet the entire constitutional and statutory requirements. With the current limited applications, the panel does not have the requisite choice to enable prudent and effective short listing and interviewing,” he said.

The IEBC selection panel is seeking to recruit a chairperson who is qualified to hold the office of Judge of the Supreme Court as per Article 166 (3) of the Constitution. The applicant must be a citizen of Kenya with a degree from a recognised university.

The person must have proven experience in any of the following matters: Electoral matters, management, finance, governance, public administration, Law and one who meets the requirements of Chapter Six of the Constitution.

Such persons must be cleared by the National Security Intelligence Service before participating in the interviews and must not have vied for an elective post for the parliamentary, civic or political party.

Others not qualified to hold such office, include any person who has been a member of a governing body of any political party or affiliated groups to those political parties in the last five years.

At the same time, the panel is expected to release the names of the shortlisted candidates as commissioners next week.

The selection panel of those wishing to serve on the Independent Electoral and Boundaries Commission (IEBC) received 431 applications from potential candidates.

Advertisements for the positions were placed on local newspapers from August 11 to August 25.
