Kibaki, Raila pick key finance officers

NAIROBI, Kenya, Aug 23 – President Mwai Kibaki and Prime Minister Raila Odinga on Tuesday nominated Agnes Odhiambo and Edward Ouko for the posts of Controller of Budget and Auditor-General respectively to beat the August 27 deadline.

Their names were forwarded to Parliament for vetting and approval before their appointment is formally made.

Speaker of the National Assembly Kenneth Marende has now directed the Budget Committee to consider the controller of budget nominee before the House approves the names.

“The National Assembly has been advised that H.E the President has, after consultations with the Rt Hon Prime Minister nominated Mrs Agnes Odhiambo to be considered by the House for its approval for appointment as the Controller of Budget,” Mr Marende told MPs on Tuesday afternoon.

He also directed the Departmental Committee on Finance, Planning and Trade to consider the Auditor-General nominee and table their report before Thursday.

“The National Assembly has been advised that the President has, after consultations with Rt Hon Prime Minister nominated Mr Edward Ouko to be considered by the House for its approval for appointment as Auditor General,” he said.

Tuesday’s nominations were made following the conclusion of interviews for the two positions by a selection panel which concluded its work last week.

The panel was drawn from the President’s Office, Prime Minister’s office, the Treasury, AG’s office as well the Public Service and private sector.

118 candidates had applied for the position of Auditor General but only eight were short listed for interviews.

157 candidates applied for the position of Controller of Budget but only twelve were short listed and interviewed.

The new Constitution dictates that the appointments be made by August 27
