Women lawmakers manage CDF better

NAIROBI, Kenya, May 9 – A report released by the National Taxpayers Association (NTA) shows that constituencies led by women MPs have the best managed Constituency Development Funds (CDF).

The Citizens Audit of CDF Funds conducted in January evaluated improvements in the management of the funds in 10 constituencies with Kathiani and Eldoret South among the top five that recorded the highest improvement.

"The highest performing constituencies were Kathiani (Wavinya Ndeti) with a 23 percent improvement, Likoni (Masoud Mwahima) with 12 percent and Eldoret South (Peris Simam) and Dujis (Aden Duale) with 11 percent," said the report.

The reports also showed seven of the 10 constituencies evaluated misused or could not account for about Sh89 million allocated to them in 2008 and 2009.

The NTA attributes the mismanagement of CDF funds to governance issues such as lack of capacity building and integration planning and poor community involvement.

NTA Chairman Peter Kubebea said the reports should prompt Kenyans to increase surveillance in the use of public resources.

"We need monitoring experts to ensure that resources are being put to good use. We recommend the government to consider enacting legislation to finance the NTA to monitor the colossal sums of monies channelled to counties," Mr Kubebea said.

Ms Ndeti said the partnership between the government and the NTA in monitoring management of CDF funds is crucial in preventing further wasted resources.

"We want to work with you as a team. Let us start on projects; you help us train our Project Management Committees and the CDF committees. We need you to help because we as MPs cannot manage. Most of the money that you see being wasted will no longer be wasted," she said.

She further said more constituencies need women leaders to further the improvement.

"Look at the constituencies that have women as leaders, there is an improvement in usage of government funds, so give us the work! A constituency, a county is like a home so give us the job to do for you," Ms Ndeti said.
