Top Kenyan cops shuffled

NAIROBI, Kenya, Jan 4 – Police Commissioner Mathew Iteere effected major changes in the force late on Tuesday, naming Sebastian Ndaru as the new Head of the Anti Narcotics Unit which has been dogged by allegations of inefficiency.

Mr Ndaru has been the officer in charge of the complaints department at the CID headquarters in Nairobi.

He replaces Judith Odhiambo who has been moved to the National Counter Terrorism Centre (NCTC).

Scavier Archie Mbogho who has been the PCIO in Central Province replaces Mr Ndaru at the Complaints department at CID headquarters.

A statement from the Police Headquarters said the changes affecting 25 senior police officers would take effect immediately.

Also moved are Leo Nyongesa who has been the Provincial Police chief at the Coast Province and his CID counterpart Jasper Reche Nyaga.

Mr Nyongesa has been moved to North Eastern Province in the same capacity while Mr Nyaga moves to the Rift Valley Province as PCIO.

The changes come barely a month after President Mwai Kibaki ordered the police chief to restructure the Anti-narcotics Unit which has been widely accused of being ineffective in fighting the drug menace in the country.

North Eastern Provincial Police chief James Adoli has been moved to Coast Province to replace Mr Nyongesa.

Ambrose Hosea Munyasia who has been serving as PCIO Rift Valley moves to Coast province in the same capacity.

The two have been sent to the Coast Province at a time when the government has vowed to vigorously fight the drug trafficking menace and consumption which is widespread in the province.

Other notable changes include that of Richard Katola who has been heading the Special Crime Prevention Unit (SCPU) and who has now been moved to Eastern Province as deputy CID chief. 

He will be replaced at the SCPU by John Mwaka Koki who has been serving at the National Counter Terrorism Centre.

Moses Soita Ndindi who has been the Deputy PCIO Eastern Province now moves to the Anti Narcotics Unit to deputize Mr Ndaru.

The Rift Valley PCIO Henry Owila Ondiek now moves to Central Province in the same capacity.

Paul Ndambuki who has been serving as deputy PCIO in Coast Province has been promoted and posted to Central Province as PCIO.
