Raila: No bad blood between MPs, govt

DIANI, Kenya, Nov 13 – Prime Minister Raila Odinga has dismissed reports that there is bad blood between the executive and the legislature.

Addressing the media on the sidelines of the ongoing retreat for Ministers, Assistant Ministers and chairmen of Parliamentary committees at the Leisure Lodge in Diani, Raila said the two arms of government are working together perfectly.

"Indeed the retreat was organized after consultations between the executive and the legislature with the aim of further improving the working relationship between them," Mr Odinga said.

The PM who was flanked by the Speaker of the National Assembly Kenneth Marende, reiterated that the oversight role of Parliamentary Committees in checking the executive and ensuring that people got value for their money cannot be overemphasized.

"It is in on this premise that we convened this retreat to have dialogue between members of the Parliamentary Committees and the Executive so as to have a smooth working relationship," he said.

"We have indeed had lovely discussions so far and we shall come up with recommendations to the further improve our working relations."

The Speaker concurred with the PM saying the retreat would further improve the working relationship between them.

On the alleged sour relations between Ministers and their Assistants, Raila asked for implementation of resolutions arrived at an earlier caucus that spelled out how they could work together amicably.

He however pointed out that the issue was not as bad as portrayed adding that the Ministers and their assistants were working well in implementing government programmes.

The Prime Minister also said that both the Orange Democratic Movement(ODM)  and the Party of National unity(PNU) were working closely together to ensure that the constitution is implemented on time.

Acknowledging that both parties had members who opposed the new law at first, Mr Odinga noted that after the promulgation of the new constitution, those who were in the opposition had since joined those who supported it to ensure its fruition.

"Political parties notwithstanding most Kenyans are for the new law, and parties do not count in its implementation," he emphasized.
