GJLOS crucial for Kenya reform agenda

NAIROBI, Kenya, Dec 9 – Vice President Kalonzo Musyoka has underscored the important role the Governance, Justice, Law and Order Sector (GJLOS) programme plays in the country’s reform agenda.

Mr Musyoka, however, said there is need for the programme to integrate other players in the reform process such as the Interim Independent Electoral Commission (IIEC), the Interim Independent Boundaries Review Commission (IIBRC), the National Cohesion and Integration Commission (NCIC) and the Truth, Justice and Reconciliation Commission (TJRC) formed under the Kenya National Dialogue and Reconciliation process of the Grand Coalition Government.

“I urge you to think of reforms in a wider and long term perspective, taking note of the fact that the desire for reforms by Kenyans is founded on their real needs and priorities,” said Mr Musyoka.

He said there is need to take advantage of available opportunities to formulate new reform programmes that would meet the desires and expectations of Kenyans.

Mr Musyoka noted with appreciation the commitment by the GJLOS to provide the support and facilitations necessary to actualize a new reform face capable of addressing the aspirations of Kenyans.

The Vice President was addressing delegates to the 5th Joint Review Meeting of GJLOS held at Sun ‘N’ Sand hotel in Kilifi, where he was the Chief Guest during the opening on Wednesday.

The three day forum brings together participants from all sectors of reform process under the GJLOS programme to review successes made so far in the reform cycle and share experiences, challenges and provide useful guidelines on the way forward.

Mr Musyoka urged participants to critically review the design proposal in the last evaluation report with an aim of adding value to it.

“I urge you to make innovative proposals towards improving the content of reforms and the management structures and also envision a reform programme that incorporates all stakeholders and enable them play active roles,” the Vice President said.

Mr Musyoka particularly called for the proposal of appropriate strategies to involve non state actors in the reform process, noting that the government cannot pursue reform path alone successfully.

On the Constitution, the Vice President said the document cannot be written on political deceit but must be written for future generations.

He urged Kenyans to do whatever it takes to build consensus and get a new Constitution.

Minister for and Justice, National Cohesion and Constitution Affairs, Mutula Kilonzo assured that the government is committed to reforms in the legal sector and promotion of good governance.

He added that the government is committed to fighting corruption and urged all the stakeholders to join hands in fighting the vice.

Finnish ambassador Heli Sirve assured the GJLOS will be sustained and urged for more commitment from the political leaders of Kenya.

Ms Sirve who represented the GJLOS donors said there was need for dialogue to be embraced by all stakeholders.
