NACCSC wants Wako, Karua offices merged

NAIROBI, Kenya, Feb 25 – The National Anti Corruption Campaign Steering Committee (NACCSC) wants the office of the Attorney General (AG) put under the Ministry of Justice, National Cohesion and Constitutional Affairs to bolster the fight against graft.

The committee’s chairperson Rose Arungu suggested on Wednesday that putting the prosecutorial arm of the government together with the Kenya Anti Corruption Commission (KACC), which is charged with investigations, would help coordinate anti corruption efforts and avoid the characteristic blame game.

“We do not see this as compromising the independence of the AG but it would enable us have a centre from where one could look at how the investigations and the prosecution are doing,” she stressed.

The committee blamed failure to fight the vice on a constant blame game between both offices.

“Bottlenecks have been on the investigations and prosecution and I don’t see this ending soon until these organisations are merged under the ministry,” Ms Arungu said.

NACCSC, which is charged with public education, complained that although they have been able to raise public awareness against the vice their work is often frustrated by the failure of government officials to act. 

The government’s image is severely dented by scandals in key sectors even as the various justice agents point fingers at each other. KACC Director Aaron Ringera has continuously complained that the office of the AG and the Judiciary have frustrated his work.

Ms Arungu called on President Mwai Kibaki to convene a crisis meeting of the various bodies charged with the anti-graft fight to review their progress.

“At the moment we feel we are doing our work but we are not getting there. Somebody needs to put us together so that we see where we are failing or why is the system failing us,” she reiterated.

NACCSC suggested that the anti corruption court meet on a daily basis to clear the pending backlog of cases.
