NAIROBI, September 21 – The Waki led Commission investigating the Post Election Violence (CIPEV) will have completed its report by the October 15 deadline, it said Sunday.
Commission Chairman Justice Philip Waki said the team was currently at the coast compiling its findings on the circumstances surrounding the post poll riots.
“We finished public hearing two weeks ago in Mombasa but if there is a necessity for receiving any particular information that may be useful to us, of course we can’t shut it out. But the programme is for writing the final report and we don’t have much time to do that.”
Waki’s team last week had its deadline extended for the second time by President Mwai Kibaki after the Commission said it would not be able to meet the September 22 time limit. Its final report will be submitted to the President and the Panel of Eminent African Personalities, who are then required to make the report public.
CIPEV was one of the commissions established by the National Dialogue and Reconciliation efforts, the other being the Kriegler Commission, which handed its report on flaws in the electoral process last week.
CIPEV had initially been given one month to complete its mandate, which was to investigate the causes of the post election violence and recommend ways of curbing the same in the future.
It was also tasked with investigating commissions and omissions (if any) on the part of security agencies in quelling the skirmishes that claimed the lives of 1,500 people and the displacement of nearly 350,000 others.
The Commission, which has been around the country collecting views from the public has gotten evidence from top government officials, including the Attorney General Amos Wako, the Chief of General Staff Jeremiah Kianga, National Security Intelligence Services Director-General Major General Michael Gichangi and Police Commissioner Major General Mohammed Hussein Ali.
Justice Waki was speaking shortly after meeting Chief Mediator Kofi Annan at a Nairobi hotel, where he briefed the former UN boss on his team’s progress.
“We came to Nairobi to meet Annan, who is a very important stakeholder in this process, and we had a very useful discussion. We are now going to back to Mombasa.” Waki said after their meeting.
