Govt seeks Sh6b for land registry

NAIROBI, September 18 – The Lands Ministry is seeking Japanese assistance to set up a Sh6 billion computerised registry.

At a meeting with Japanese Ambassador Shigeo Iwatau on Thursday morning, Minister James Orengo said a computerised filing system would speed up the issuance and recording of title deeds.

“Computerising all the transactions that take place all over Kenya and those that happened before independence is not an easy task. It goes back to the turn of the 20th century,” said Orengo.

The Japanese envoy pledged to lobby his government to support the effort saying that in his one year stay in the country it had become clear that land is a thorny issue in the country.

Iwatau said: “This is basically a technical issue. They will need engineers, trained people and in this field Japan have been playing some role and it can continue to play a constructive role.”

“A technical team is currently studying whether we can support this project and once it has been approved by Tokyo the project will be realised,” he added.

He however challenged the government to spearhead establishment of an equitable land management system.

He said: “This is a difficult task that even establishing a good equitable system is not enough it has to be implemented and in this process of implementation it is important that they have very accurate data or good mapping.”

Meanwhile, Orengo said that the Draft National Land Policy is currently being handled by the Cabinet Office.
