Waki commission tenure extended

NAIROBI, July 23 – The Justice Philip Waki Commission Investigating Post Election Violence (CIPEV) may now have until the end of September to present its findings, if the President sanctions a recommendation to extend its tenure.

The Dialogue and Reconciliation Team, which gave birth to CIPEV, recommended Wednesday an extra one month in response to an application by the Waki team to be allowed two more months to complete its work.

Agriculture Minister William Ruto, who sits in the Reconciliation Committee, told journalist that the one-month extension was sufficient for them to execute their mandate.

He said: "The Justice Minister is going to do the necessary documentation so that the President can give the extension."

CIPEV had initially been given one month to complete its mandate and hand over a report to President Mwai Kibaki.

The Commission, which was set up in May, was mandated to investigate the causes of the post election violence that rocked the country earlier this year and recommend ways of curbing the same in the future.

It is also tasked to investigate commissions and omissions (if any) on the part of security agencies in quelling the skirmishes that claimed the lives of 1,500 people and displaced nearly 350,000 others.

The Commission sitting at the Kenyatta International Conference Centre (KICC) has heard evidence from the Chief of General Staff Jeremiah Kianga, National Security Intelligence Services Director-General Major General Michael Gichangi and Police Commissioner Major General Mohammed Hussein Ali.

Others who have testified at the commission include the Administration Police Commandant Kinuthia Mbugua, Internal Security Permanent Secretary Francis Kimemia and representatives of human rights organisations.

Meanwhile members of the negotiation team are to meet on Tuesday next week to conclude discussions.

"We will meet for a formal session under Ambassador Adeniji’s chairmanship. We hope to incorporate Agenda Four into the government agenda," Ruto said.
